http://pay.softtelpay.com or call toll free 1-855-4TELPAY (1-855-483-5729).
When you are asked to enter an identification code, use 4221011. You must have your credit/debit card and this bill in order to enter other needed information. SOFTtelPay will charge a nominal fee for using this service.
Go Paperless
To signup for paperless billing, go to brownsville.viewbill.net, click the Register link and follow the instructions. Bills will be viewable after the city does the next billing.
